Green Hydrogen Projects in Morocco: New Developments and Strategic Investments

On October 24, 2024, Morocco’s Prime Minister, Aziz Akhannouch, chaired a leadership committee meeting in Rabat focused on advancing the country’s “Green Hydrogen Offer.” The meeting included the initial selection of a number of projects primarily covering the southern regions of the Kingdom: the Guelmim-Oued Noun, Laâyoune-Sakia El Hamra, and Dakhla-Oued Ed-Dahab regions. These areas are expected to play a significant role in the country’s green hydrogen production, with further discussions planned with project developers in the coming months.

According to a statement from the government, the meeting was held in line with Royal instructions to accelerate the implementation of Morocco’s green hydrogen strategy, ensuring the highest standards of quality and responsiveness to both national and international project developers. The committee discussed the framework for allocating public land for these projects, as well as the mechanisms to optimize the use of these spaces.

The meeting followed an earlier discussion where the committee reviewed the methodology for evaluating and selecting the 40 project proposals submitted to the Moroccan Agency for Sustainable Energy (MASEN). These proposals, submitted by both local and international stakeholders, aim to produce green hydrogen and its derivatives. The projects are intended for both the domestic market and export, and in some cases, for both.

To ensure the success of the implementation of Morocco’s green hydrogen strategy, and in line with the Royal directives, the government has emphasized that the investment framework agreements between the state and project developers will include regular meeting schedules. These will help monitor and assess the progress of these projects within the green hydrogen sector.

The meeting was attended by several key government officials, including Interior Minister Abdelouafi Laftit, Economy and Finance Minister Nadia Fettah, Minister of Equipment and Water Nizar Baraka, Minister of Industry and Trade Ryad Mezzour, Minister Delegate for Investment and Public Policy Evaluation Karim Zidan, and the Director General of MASEN, Tarek Mofadhel.

This strategic push towards green hydrogen is part of Morocco’s broader vision to position itself as a leader in the clean energy transition, leveraging its renewable resources to support both domestic and global energy markets. The region’s unique geographical advantages, including abundant solar and wind potential, are expected to provide a solid foundation for the success of these ambitious projects.
